Q:

But on this personality factor, Bella has an abrasive personality, too, doesn't she?

Koch:

Yes.

Q:

But is she still a fairly effective legislator?

Koch:

There's two sides to that. And I read the press all the time -- they say she's very effective in the press. That isn't true. She is more effective than I would like to believe, but I believe she is more effective; and it comes from (1), she is very smart, very smart. She has a lot of innovative ideas, which either come out of her own head or out of her staff or out of volunteers, and so she's had an impact there. Then there is her truck operation -- I'm talking about her personally running over you. You know, she's just like a truck, a tank. She bulldozes people. And then there is also a sweet side to her personality. She can be a charmer. But overall, I would say that while she's become more effective than initially simply because she is there now six years -- it's her third term -- and she is a sub-committee chairman, that comes by way of seniority -- and she gets things done to a greater extent than I believed was possible. She is not as effective as the press would have you believe. Let me put it another way for you: there's always the feeling and there's much to be said for its accuracy, that if Bella is for something, there's an automatic number who will
