trusted by the Governor or President and by the people, and should be, with a delicate responsibility, do not bear in their own bodies and in their own persons and in their own minds the hazards of carrying these things out, but hand them out to someone else who does the best he can and never is called to account. I think myself that the more delicate things have to be done by the person who can be impeached by a Congress or a House of Representatives or removed just by a wave of the hand by a Governor or a President. I think that such persons ought to do it themselves. That's very contrary to what you hear in political times. You're always being told, “Roosevelt didn't know how to delegate authority.” He knew how to take the rap, however, and that is something. Delegation is all right in a business enterprise where you've got a profit and loss sheet and that's all you're looking at. In a great political operation, which has to do with the welfare and policies of a great nation and the welfare of the people therein, I must say that I think that the people who take the honor, take the assignment and are trusted ought to do a good deal of it themselves. I don't mean to say they can't delegate certain things, but the tough jobs they ought to take themselves and not ask some subordinate to take.
