He was the head of a union which is a very artificial enterprise - the photo engravers union. It has a handful of members. They keep it small deliberately. The photo engraving process is so nearly automatic that it doesn't require many men to operate it. They keep it small deliberately in order to keep the wages up. It's not a very skilled trade. Anybody could do it, but they have, from the earliest days of photo engraving, when it came to take the old linesetters' work away, conspired to keep it a small union with very high initiation fees - stupendous initiation fees. They're like the motion picture operators - $400 and $500 initiation fees. They have very high dues and a very restrictive program as to apprentices. They have very, very few apprentices and those all by blood relationship. Everything is done to keep it small and therefore dominant. By having relationships with some of the other printers' trades they were able, and because they were a key point, to have the dominating influence.
