to people locally. You could use that for a completely honest and non-self serving program of just service to the people and to get the vote, but not necessarily doing anything crooked to get the contracts. You could get the votes, help them get their boys out of prison, help them get a proper hearing, help them get shoes if they needed it and that kind of thing. Undoubtedly that would give them the votes. If they could get along without the contracts, the fat fees and the irregularities, they would be excellent. I remember having quite a dream about how it would be better than a series of social settlements, if they could do it.

Foley was very intelligent about it. He pointed out to me then and said, “I'll tell you frankly, I see what you mean and would like to do it, but I haven't got - and I know it - the nervous temperament that could endure it.
