War was. He answered honestly. This was all that the great specialist could bring forth as a specific item which had enabled him to make up his mind that this man was constitutionally inferior. They finally dragged in his marks in the fourth grade at school and his marks were poor - poor in arithmetic, poor in reading, poor generally. He had, however, his mother thought to explain, some kind of an illness that year - I forget what it was but something like scarlet fever. Thereafter they had moved to another part of the city - not on account of his school marks, but just moved. He had gone to another school and she produced his marks in his fifth and six grades which were good. There was one year of bad marks, but on the basis of bad marks and the doctor's testimony he was a constitutional mental inferior, although he had gone to work as a stock clerk, had been there for two or three years and was a perfectly satisfactory stock clerk until he had this accident.

We were faced, however, with an expert opinion. That's very important if the case is going to court. If you read up on evidence, you'll find that the testimony by an expert outweighs the normal observations of people who are not experts. Beginning with that case I established a practise of calling in specialists whom I, myself, selected and asked to serve. We established a fund out of which we paid them
