nothing about it, then if something happened you were to blame. I never felt that we could plead lack of time too long. You must catch up with more obvious known hazards quickly. So during that period I really pushed very hard for the adoption of many codes.

Among other codes, of course, which we took up was the one on mining, because the law of the State of New York requires there should be two means of exit from any place where persons were employed. We had no code on mining, but in the course of an inspection into places of employment the factory inspector reported a talcum or salt mine in which there was a fairly deep pit and a rather long horizontal gallery from which there was only one means of exit. This was just after the dust explosions had begun worrying us. One realized that talcum, although not inflammable, certainly generated dust and the picture that rises in your mind is, “What if there is a dust explosion there?” So we promptly issued an order, although the factory inspector said it was quite impractical to carry out because of the lay of the land, to provide two means of exit or cease and desist from operating the mine.
