reluctant and that's where you find the greatest number of violations.

In New York State we never failed to make a factory inspection once a year everywhere - every single factory at least once every single year. Those who had had violations of a nature that were hazardous we got around to every few months at first. We did follow-ups where failure to comply with the orders issued would have been an immediate hazard, or where we found very hazardous conditions. The Legislature, on the whole, would appropriate money for that.

We had a great deal of trouble making the recalcitrant ones comply. We had them in court all the time. That's just the usual procedure. If they don't comply, you hale them into court. The courts, on the whole, supported us.

After I became Industrial Commissioner I carried on a drive to secure full compliance with the law that requires every employer to carry workmen's compensation insurance. We became aware that there were a very considerable number of cases that arose where the employer had no workmen's compensation insurance. He was taking a chance. There was so much of it that I decided to make a drive. I did it by starting with educational techniques locally, lots of publicity, telling them that we were going to insist, that
