We won't have any unemployment.” Most of those plans were plans for what was called measured production. It was a program of measuring your market and having a controlled market - manufacturing for your market. That is, you got your orders a year or two years ahead and manufactured the work for that market. Cancellations don't even matter if you do it right. That isn't applicable to all industries. Not all industries can do it, but more probably could than have ever tried it. We found two or three industries in New York doing it.

The one that I recall most plainly, because it was the most beautiful example of how you can plan and operate an industry - I've often used it as an example in my writing and speaking - was the Adams-Manning Paper Company. It made abrasive papers - sand papers, emory papers of every kind of grade. They made a few other kinds of paper too, but their great production and the thing they were famous for was this abrasive paper. Although you can go to the five and ten cents store and buy yourself a piece of sandpaper, the public is not the great consumer of abrasive papers. Manufacturers are.
