take orders on an annual basis, that they practically knew in advance exactly how many Chesterfield overcoats they would sell every year because they knew to what firms they would sell them. They said they would at least try for that style never changes. The quality of the cloth and what you buy depends really on the market supply. They saw the advantage of it. If they gave an order to a manufacturer for melton cloth, or one of these special cloths that are used to make Chesterfields, that would keep the manufacturer alive.
So they proceeded to do that. They put that whole department on a stabilized program which gave a guarantee of so many weeks of work a year. Hickey-Freeman does not make any work clothes, but they pointed out a firm that did make the work clothes and through persuasion they were persuaded to attempt to try a stabilization on the work clothes - that is, giving a guarantee of so many weeks of work a year, putting their orders on an annual basis and a discount on the price. That worked very well and we got at least two firms to do that.
There may have been other firms that did that. Another firm in Rochester that made work clothes tried it with great success. On the basis of that we publicly recommended the putting of certain types of work in the clothing industry on a stabilized basis.
