kind of thing that ought to be socialized, and that the individual shouldn't bear the damage. It ought to be very loosely treated. Anybody should be covered by this and it should come out of the general pool.
During Roosevelt's administration we came to grips with this problem of what was called merit rating in workmen's compensation insurance. This was recommended by some of the best people in the business originally. It had been put into our law as far back as 1915 or '16. There was permissive merit rating, whereby insurance companies were permitted to make the premium rates dependent to a certain extent upon the experience of the particular individual employer. That's very plausible. It was to encourage accident prevention. The employer who does not have an accident for a full calendar year, let's say, shouldn't have to pay the same premium as people who run a harum-scarum shop and have had two death cases, five serious loss of use cases, four amputations, twelve back injuries with long term disability. Why should he pay the same? He's taken all the precautions to prevent accidents and he should be rewarded. If we make this a policy then the insurance company can bring pressure to bear on employers to take the precautions, do the machine guarding, instruct their employees in such a way as to prevent accidents, which is,
