contracts, but he had performed the contracts honestly. He was a trustworthy contractor. Whereas, there had been other contractors who when they took a contract to build a building, would “jerry-build” it and use substitute materials. The Capital in Albany is so jerry-built that it's a shocking situation. Once when there was a fire there they found that a large part of the handsome marble, which they supposed was just a facing for solid masonry, was just over plaster. The fire had started by somebody building a fire in a fireplace and the fireplaces were just made of wood. They were not chimneys and masonry. They were just wood. The place caught fire and burned because people tried to heat themselves with a fireplace on a cold winter day. It was a very serious fire. They found on going in to estimate and making the repairs that the specifications for the building had not been carried out, that it was a terribly jerry-built and crookedly built building.
That had been the custom. That was in Albany and not in the City of New York, of course, but it was more or less expected that contractors would do that. It was one of the things that was winked at. Old Man Walker had had a reputation for honesty. He built a good building. If he built a sewer, or he built a road, it was proper. His work stood up and lasted a lifetime. He made a lot of money and had great
