me right away, instead of having one of his secretaries forward the letter as other Governors did for me to draft a reply in the course of time and take such action as the content of the letter seemed to indicate - usually to look into the case if a case was mentioned. I would never think of reporting back to the Governor what I had done about it, because the Governor hadn't the necessary information to settle it.

But Herbert Lehman was a different bird. Harking back to my experience with both Smith and Roosevelt, they had never done that. They hadn't been on the telephone buzzing about your business all the time. I remember saying to Miss Jay, “This is a very different kind of a Governor. He's nervous and we're going to have to answer everything promptly. He's going to have to have everything explained fully to him.”

I liked him very much indeed, but I saw there was going to be a different pattern of working with him. He was already committed. With Herbert Lehman, you didn't have to begin the process of educating him to the desirability of some of these social progress measures, as we had had to with both Smith and Roosevelt. They were not fully committed. Herbert Lehman was fully committed - politically, intellectually and, I guess, spiritually. It was a part of his religious
