I had no idea of the CCC - Civilian Conservation Corps. The CCC was not my idea, nor was it his at that time. It grew out of what he would have called public works. I did recommend that we have some improvised public works. This was one of those. It grew out of that.
Some of my ideas are traceable into the NRA - National Recovery Administration - insofar only as the concept of a pegged minimum wage, a ceiling over hours, the prohibition of child labor were involved. The NRA, may I say, was a method of achieving these ideas - at least, in my view it was - when it was launched. It was a method of achieving reality for those concepts at a time when the constitutionality and even the possibility of statute regulation of such items in the economy was thought to be very questionable. It was thought, even, that it was impossible to get a ruling that any such laws, such as the minimum wage law of New York State, would ever be declared constitutional by the courts, or that the limitation of the hours of labor would ever be upheld by the courts. There was a famous bakery case, the Lochner case, in which the courts had turned that down years before. There was also Hammer v. Dagenhart, the child labor case. All of these were pronouncements of the Supreme Court which seemed to fortify the idea that the regulation of hours, wages, composition of the labor and so forth was impossible
