is not a term on the lips of every corner grocer scholar in the USA. They don't know how to use the word “Madam.” They don't address people as “Madam,” as they do in the European countries. They know how to call people “Mister.” They don't ever refer to him as “The Mr. Secretary.” They say “Mr. Secretary,” or “The Secretary of State.” But when it came to me, the press was always mixed up. “Madam Secretary” was a puzzle to them and they would refer to me as “The Madam Sectary” instead of as “The Secretary of Labor. “They would stick in “The Madam” first. They felt there must be some way by which they must recognize and describe femaleness in this creature and not refer to me as “The Secretary of Labor” which of course they should have done when referring to me in the third person. When addressing me directly in my official capacity, the were quite correct to call me “Madam Secretary.” When addressing a man you say “Madam Secretary.” or if you being a little more in formal and he's not taking an official action at the moment, it would be quite correct to say, “Mr. Hull, how do you feel about that?” They couldn't bring themselves to do that when it came to a lady. They didn't all do that. Some of them were explicit and exact and knew exactly how to address me and how to speak to me. But many of them, when the wanted to be informal, instead of saying “Miss Perkins,” would say
