One of the outstanding things done in these early years of the Employment Service was to prepare the Dictionary of Occupations. No such thing had ever existed before anywhere in the world. It was very important in this country where terminology and job descriptions are so varied in different parts of the country, in different trades and different industries.
That was a very expensive thing to do. I got the money for it from the Rockefeller Foundation. I got the President to agree that we might accept it under an agreement which we all signed. They paid for it. Art Young and William Stead did the principal work on it. Stead later came into the Employment Service. Although the first two years were paid for by the Rockefeller Foundation, we finished the work in the Employment Service alone. Of course, the biggest part of the work was done in the Employment Service anyhow, but the Foundation furnished the big expense of the two or three experts who had to take the lead on it.
Also, of course, during that period when there weren't so many placements to make, they did a brilliant job on the construction of the rules and regulations and setting up the policies that would prevail in the Employment Service, which have been carried on to this day (1953).
