So I thought it the duty of the Department of Labor to be in a position, by knowledge, investigation, and planning, to take the lead in developing, either by voluntary action on the part of employers, or by state legislation in the states, where they had undoubted constitutional powers to regulate industry, or by exploring the possibilities of interstate compacts between states, Promoting at the federal level interstate compacts between states. Regulation of the hours of labor and the abolition of child labor on a piecemeal basis. I thought it the duty of the Department of Labor to take the lead in the explorations and studies which would lead to the programs of unemployment and old age insurance which we now call Social Security.
