knew where the conciliators were. There was no system about it. The conciliators would be invited to go to Philadelphia on some strike or other. They would go and you wouldn't hear from then for weeks and weeks. I would say to Kerwin, “Where is ‘So-and-So’?”
“Well, he went to Philadelphia on that strike.”
“What does he say about it?”
“I haven't heard from him.”
“Hasn't he reported to you?”
“Well, no, no. He's up there. He's doing what he can.”
They never reported to their boss. Sometimes I would say, “Well, I must find out, Senator ‘So-and-So’ is asking me what we're doing and I've got to find out, Get him on the telephone.”
Mr. Kerwin would say, “I don't know how to reach him on the telephone.”
“You know what hotel he's staying in.”
“Well, you know he lives nearby there.”
I began to see that they would stay an awfully long time at strikes that took place in communities not very far from where they lived. I remember once saying, “Where's his home address? You must have that. The payroll clerk has that. Call up his home and see if they know where
