is a fake. It's phoney. It doesn't work. I'm wiping it out now. We haven't any employment service.”

He said, “Make one. Create one. Create it just like that.”

I said, “we haven't any money to do that.”

He said, “We'll get the appropriation to put forward this program. You set up the employment service. You recruit them.”

By this time I began to throw in some other ideas. This conversation took place before four or five people. It was probably a committee of the Cabinet. It hadn't been called for this purpose either. I said, “What about getting the Forest Service of the Interior in on this? After all, they have charge of the forests. They must know what has to be done.”

“That's a good idea,” he said. “That's a good idea. Get the Forest Service in on this. They know where the work is.”

Of course, perhaps they knew where the work was, but they didn't know anything about handling unemployed men in great quantities sent out from the centers of population.

The President went on, “The Department of Labor will recruit them through the employment service. Then they will go to the forests and work under the direction of the forest
