advisers. Persons was really wonderful. He thought out all these problems. I remember his saying to me, “This is a very expensive form of relief. A dollar a day to one individual, plus his board and lodging, his keep, his clothing for the most part, is a very expensive form of relief. You don't give a dollar a day to a person. You give a dollar a day to a family and they provide their own food, clothing, shelter and so forth. That's a relief standard. This is very expensive. Therefore it mustn't be given to just everybody. It must be given to those who can profit by it. It must be a kind of training. It must be a kind of preparation for people for their future work. What's more, you know as well as I do the hazard of taking unknown people off the relief lines. You'll get your full quota of crooks, of bums, of perverts, of narcotic fiends. You get everything if you just take people who have asked for help. What I want to recommend is that we confine this to persons between the ages of 18 and 21. They are young men, boys, who haven't had a chance to get going on anything. They will learn something. This will be an enormous educational project. The vast majority of persons between those ages is in good health. We won't have the hazards of heart failure, diabetes and all the things that you get when you take older people. They're also capable of being built up physically. If
