That was partly a joke. It was done partly in laughter, but partly with reality. The President's mind was running along quickly and he said, “There's Boulder Dam. We can cover that all over with sculptures.” His imagination was running on.
Henry Morgenthau, who is very flat-footed and very practical, said, “Well, I don't know about that, Mr. President. That sounds kind of crazy to me.”
Then the President said, “Anyhow, Henry, look into it. See Frances and Harry Hopkins and see if we can't do something.”
I don't know when Ned Bruce came into this picture. I don't think that Henry Morgenthau had known him before, but Henry Morgenthau was very literal. If the President told him to look into something, he did it. He didn't go home and say, “Oh, that's just one of the President's crazy notions and I won't do anything about it because he'll forget it by next week.” He did it. He was told to look into it and he looked into it.
So he asked the first artist he could find, who was some architect around Washington, if there were artists that were out of work and having a hard time to get along. “Oh, yea,” said the man. He asked if there was anyway of finding out about it. This man said, “I don't know so much about it, but Ned Bruce does. He's really one of the best painters
