That was partly a joke. It was done partly in laughter, but partly with reality. The President's mind was running along quickly and he said, “There's Boulder Dam. We can cover that all over with sculptures.” His imagination was running on.

So he asked the first artist he could find, who was some architect around Washington, if there were artists that were out of work and having a hard time to get along. “Oh, yea,” said the man.
