had said the same thing to many of them. He had said it to me and to many other people. It was an illustration of what the situation was. It couldn't be clear-cut. You had to go with the times and change your policy every week or two depending on the facts.
That had created great animosity and I think Henry Morgenthau was one of those who had conceived a terrible dislike for Sprague. Certainly Warren thought Sprague was just awful. Warren was one of these clear-cut people. I really don't know that for sure, though, because I only saw Warren once and know nothing about him.
At any rate, Henry Morgenthau was around the Treasury. He was holding the fort as a friend of the President's the announcement being that the President had asked him to hold the Treasury because of Woodin's illness and because the President couldn't make a selection for Secretary of the Treasury immediately. The theory was that he was not to be Secretary of the Treasury, that he wasn't even in the running as Secretary of the Treasury, but that he was just performing a holding operation.
Henry Bruere, however, talked with him and many others and he sensed at once that Morgenthau was passionately desirous of being Secretary of the Treasury, although he had no such promise form Roosevelt. Roosevelt, when it was suggested to
