got some orders and therefore they thought they would get more. Business men are very imaginative people so they began to think, “What's the sense of getting so discouraged? What's the sense of having a code? I guess I'm going to get some orders.” By this time they were becoming highly individualistic. They would say, “I, and my company, have a drop on the textile industry. I can make money all right because I can provide coal for them.” Some other company though it could provide coal for something else that was getting underway.
They began to be less enthusiastic about their codes from day to day. There really was a great lag in the impetus of the coal operators for a code. It was at that time that the mine workers began to agitate for a code. They knew that the mine owners had offered to give their mines away. They knew that the mine owners had been in despair. They knew that the mine owners had been revived to an interest in life by the suggestion that they get a code. They knew that they'd agreed to get a code. They knew they had formed a code committee and they knew that although that committee had been in existence for months they hadn't arrived at any code they wanted to propose. They knew also that other industries were getting a code and that the code was alleged
