In other words, you would use public works as a technique of stimulation of an industry, integrated with this program of stimulating the manufacturing and distributive trades by these anti-trust agreements. So the public works program would never go off on its own to do a large public works project of useful operations, roads, buildings, and so forth, but would be planned for the particular industry and particular area.
