competent to make the decisions. He was drunk too much. Robbie would make the decision and it was nearly always right.
She also was bright enough to establish good relations with a good many people around who knew more than she did. When she had one of these decisions to make, she would never tell people, “The General's drunk,” or “The General isn't here.” She would say, “I'm getting information and advice together for the General who has to decide about this matter. What do you think about this? What can I tell the General - that you think this or that ought to be done?” You would tell her. You found out after two or three trys at this that it was really Robbie who wrote out the decision and the General signed it. She was getting the information for the General all right, but he didn't know what it was. Over and over again you found that a week later he didn't remember at all. Of course, the truth was that he didn't know what was going on at the time and that was why he didn't remember it.
She saved the day over and over again. There would have been a terrible scandal if she hadn't been able to do that. Of course, this came to be known by people in the know. People in Washington knew about this, but it didn't become known beyond the town. It didn't go beyond the
