I remember thinking, “This is awful queer business.”
As early as that I introduced to him the idea, which just dawned on me and came out of my New York experience, of the committees made up of people in the trade itself. I think I was probably the first to use the word “code.” The reason I did was that we had in the New York State law this duty of the industrial board to make codes which had the binding effect of law upon the regulation of the industry. The word “code” was used in the New York State law and I was familiar with calling it a code. It did regulate and hold industry. Under our law, which Shientag and I had personally written years ago, we set up code advisory committees. If there was to be a laundry code made, the code advisory committee must have in its membership a large representation of the operating part of the industry, a representation of the workers in the industry, and a certain number of experts in the problems of that industry who were not actually owners and employers. The government sat there only as the promoter, judge, and so forth. So that our code committees always had a member of the Labor Department as chairman, and then they had a committee made up of owners in the industry, such workers as we could find - in the unorganized trades we would usually pick some high officer of the state Federation of Labor to be a mouthpiece for them at least -
