among Cabinet officers, as it was all over the country, to keep yourself cheerful about what was happening under the New Deal and about what was happening under the new attempts to bolster the economy. It wasn't announced, “This is our policy,” but it was an unspoken policy to keep yourself cheerful. The President's inaugural address in which he said, “There's nothing to fear but fear itself,” was a demand upon the whole people to stop being so gloomy. Of course they had a lot to be gloomy about, but he said, “Never mind, just don't be gloomy.” He carried that general attitude into his relations with people and into his relations with his Cabinet. It was the custom. We were all putting ourselves in the attitude of finding and looking at the things which were most promising, focusing on them, and working to promote them, rather than looking at all the things that might be hazards in the picture. This, I think, was pretty general. So any of the first reports we made on NRA were bound to stress the things that were good, and effective, the things which we had seen which were impressive.
What we had seen was impressive. The vitality that sprang into being all over this country in the industrial areas was very striking. They opened a textile mill somewhere in Georgia and they paid wages after the first week's work, and every store for miles around was cleaned out on
