federal troops. We have a very sizable body of federal troops right there at the Frosidio. They have a headquarters in an Francisco. It will not be a difficult thing. I think the federal troops should be sent in there to break this up.”

I remember thinking I would scream, but saying, “I mustn't. I mustn't.” I said instead, “How would they break it up, Mr. Secretary?”

“By military means.”

I said, “You mean force men to get on the bakery wagons, force them to drive them?”

“Yes, or drive them themselves, with armed guards, so that if any group of bakery wagon drivers attompts to stop them, they can be....”

“Shot at?” I said.

“Yes, shot st.”

I said, “Wouldn't that be rather a serious situation?”

“It's a very serious situation to have local government break down.”

Well, I don't remember all that we said to each other, but it was more along that same line. I was as honest as I could bo. I laid down all my cards. I told them exactly what we were doing. I told them about these
