There were only about eight or ten in this committee. The spokesman was a rather intelligent sort of a man who spoke rather readily, but didn't seem to take all the authority. As Eliot described it to me later, when you asked him a question he would turn to two of the other men and they would talk together. Then he would give the anser. Nobody else from the group attempted to answer. However, he would turn to these two and talk it over.
The second day that they came in the Board put some very searching questions to them, put some difficult questions to them. The spokesman said, “Well, perhaps I'll get somebody else to answer that who has studied it.” He pointed to this other man with him. This other man stepped forard and agreed that he would answer. He was a very modest, quiet, humble-appearing man, very poorly dressed with rough clothes on, with a thin, lean face. He was very modest in what he said, unaggressive and hesitant, but he appeared to have a good mind. They would ask him a question. He would pause and think and then he would give a logical answer. He seemed to have certain facts that he was able to muster and describe to the Board. In other words, he didn't make a complaint without verifying it by an occurrence and the description
