Kelley had been among those who encouraged it.

So I was under the impression that he'd make a very good member, and I still think he did, although he acquired great animosity among some people by his tour of service there. But I think he perhaps did as well as he could under the circumstances. He was presumably well-disposed toward trade unions, at least I presumed that he was. His mother certainly had been, and had had great support from trade unions. I assumed that he had no objections
