cost, because you know that you've got money in the bank that will pay for it if it costs more than you guessed it will cost. These people haven't got any backlog and they need to know exactly what they're going to get on Saturday night before they agree to buy a new table, a set of clothes, a carpet for the parlor, or whatever it is.”

Well, he got it, in a way, but not completely. He saw that they had made a mistake in not taking the men into their confidence immediately. So they did revise the system with these accountants, clar fied it, took out a lot of the embroidery, the fancy work, and came back to practically the same system of pay that they had had before, with a few little improvements in the accounting and in the clerical work. The men agreed that they would accept a system where they weren't all paid the same day, provided that each one of them would always be paid on the same day. They saw that there were certain advantages to that. If they weren't all paid on Saturday, the stores wouldn't be so crowded, there wouldn't be such a long line at the bank, and so on. They accepted that, and that was one of the big things in this plan.

Then, of course, the men pressed for their representation. They pressed for a change in the basic time rate. Being afraid of this piece rate business, they wanted to
