picked out by the government to say, “Now, this committee represents these workers and we deal with them.” There wasn't any such thing. It was chaotic. They had a very hard time settling the strike, getting the people out of the stores, getting them back to work, getting any kind of agreements made. And finally they had to come down almost to settling the demands of the workers by government fiat. The government directed the employers to do thus and so, which, of course, is very unhealthy, but it was because there was no organization, no one to speak for them. Nobody trusted anybody else. They didn't have a president, didn't have a committee.
The French, by the way, have no great skill in organization. That's one of the curious things. Everything is so logical with them and there has to be a system. If the system doesn't exist, they're very inadequate at drawing up a temporary organization, which American and English people do almost as easily as they breathe. If there's an explosion in some street, within twenty minutes there will be a little organization of the neighbors who would organize themselves, appointing individuals to do specifie jobs, one taking charge of the food, one of the shelter, and so on.
