who worked for the Rockefeller Foundation. They'd all turned me down for one reason or another.

So I thought Edwin Smith would be good as he was serving in the NRA Board and seemed to have been good. So we wrote his curricula and I took it to the President. He thought that would probably be all right, but he didn't commit himself. Anyhow, it was offered to Edwin Smith and it was understood that he would be the second member.

In order to complete the board I suggested John Carmody to the President as the third member. Senator Wagner had known him for a long time, had great confidence in him and recommended him. He had had considerable experience as a labor mediator. He had a good reputation. He had always seemed to me slightly unstable and unreliable as he rarely completed a job before moving on to a new one. But he had experience, he had the confidence of many people, and although he expressed some reluctance to accept the post, he consented.

So the Board was appointed August 27, 1935 - Madden Chairman for five years; Carmody for the three year term and Edwin Smith for one year.

The Board organized and selected Charles Fahy as general counsel and Robert Watts as associate counsel. Nathan Witt was made assistant counsel.
