Well, we came down to Washington after I was appointed Secretary of Labor. Before I had settled down, before I got my organization in order, or staff, while we were limping along half organized, trying to make some legislative plans and at the same time trying to organize the department, to bring in people who could help, one day around April or May, somebody telephoned from the railroad station and said that she was here with a delegation of mothers from New York who were coming down to see the Secretary of Labor, that they had a problem to lay before the Secretary of Labor. One of the young men around the department came in and told me, saying, “What are the mothers going to do here? But they want to see you.”

I said, “Perhaps you can get Miss Abbott of the Children's Bureau to see them. What did they say was the matter?”

“They didn't say, just that it was a delegation of mothers and they wanted to see the Secretary of Labor.”

I said, “Well, just alert Miss Abbott. I'll see them too. Anybody who takes the train down to see the Secretary of Labor with a delegation must be seen. You can't refuse to see people in a public office. That
