appointed a committee to judge the case. This was frankly because of the protest, not because it was necessary. She wrote a very impertinent letter. It was a letter that was merely impertinent and didn't answer anything. She just said this was a frame-up, a put-up job, and was not a real answer to the charges. She said she had a perfect right as an American citizen to go wherever she pleased, that she had not taken time off from her work to go, but went on her own time, and so forth and so on.

Gerry advised me, on account of the publicity, and on account of the ill will that was being spread among government employees, to make an exception of this case, and not follow the law, but to give her a limited hearing, appointing three persons in the department to be the hearing officers.
