Dan Tracy, to work with you, to be your liaison with the Labor Department. He can do more than anybody else, much more than Lubin can do, in bringing you all the resources of the Labor Department. Lubin can only bring you one little bureau's resources, but Tracy is in touch with all of them.”

Well, I had some talk with Hillman over the telephone. Hillman didn't offer any outright objections, but he didn't see the sense of it. What he saw was an AF of L labor man. I kept stressing, “This man is Assistant Secretary of Labor. He is the highest officer in the Labor Department under the Secretary. He has the full authority that goes with being an executive appointment and not a civil servant. I will tell you that what he decides I will stand by. It'll be the best thing to do. What's more, you can't imagine that the AF of L is taking this thing very happily.”

He said, and this is characteristic of Hillman, “Well, I don't think they were intended to take it easily or happily. They've got to learn that they've got to work with us. They've got to learn to do what they're expected to do. I don't suppose the President has any idea of placating them.”

I said, “I don't care whether you placate them or not. It'll make it easier for you if you aren't having trouble with them every time you turn out.”
