It is true that at one time he appointed a lot of committees. I remember at one time somebody in my office counted up how many committees I had been appointed to by the President. It was a preposterous number—something like eighteen committees. Those were Cabinet committees, usually with the permission to bring in other people if we wanted to. Often the committee petered out.

Another Cabinet committee that the President appointed, and this was a later one, was one to control prices, with permission to add to our numbers such persons as we thought necessary. Of course, that never did come to agreement about anything.

The question of the development of what later came to be called the War Manpower Commission was done in the same way. Finally the committee fought so and had such different opinions that we laid them before the President, both together and separately, I suppose. The difference of opinion was very great, and reason for the difference was very profound and very sound. Everybody had a sound reason for his opinion. Finally, he appointed William Douglas, who wasn't yet on the court and was a person who hadn't taken part in all of this, to act in a kind of a judicial capacity, to sit with this thing continually.
