to me he wasn't seeing me until he got around to it, which was quite a long time later.

The fanciest idea that he got was that he proposed to move the Employment Service out of the Department of Labor, where, of course, it had been born and where it seemed to have at least some connection. He was going to move it into the Department of the Interior. That was the idea. I won't be positive he was moving it into Interior, but I think it was that. He once gave me a long dissertation, though perhaps not at this time, about how the Department of the Interior was intended to be like the Home Office in England. In the English system of government they had developed the Home Office, and when we started Interior we intended that it be like a Home Office, only historical events meant that programs and pre-occupations had been added to it that shouldn't have been. He wanted to take away from the Department of Labor everything that was purely humanitarian, or that served anything except trade unions. He felt that the Labor Department should be the trade unionist department. It never had been and wasn't intended to be originally. To this day I don't know what the function of a trade unionist department should be, or what he thought it should be. He wanted to move the Employment Service, the Children's Bureau and a number of other things.
