women, what the standards should be, how to provide for the children. That was an amazing job and a perfectly enormous one. It was very competently handled and managed. We had some very good people in the Children's Bureau such as Martha Eliot and Katharine Lenroot. They tripled their staff in the war period. That, of course, had nothing to do with production, but it had to do with the care and morale of the Army.

That same group had to make plans for the care of the wives and children left over here when the men went overseas. The Children's Bureau took care of all that.

The Employment Service was never so active as it was at the time until the War Manpower Commission raised its filthy head. That I was irritated at. That was an unnecessary wrinkle and did more harm than it ever did good. That comes later, and I'll go into it then. That wasn't McNutt's fault alone. The idea was a silly one. The idea was bad from the beginning.

Except for that, it seemed to me that the Department of Labor prospered. Our appropriations and budget increased. The scope of our activities increased. We did things that the Department of Labor bad never thought of doing. We had responsibilities beyond any that we ever had thought of. We
