I had by this time begun to think in terms much more like those that I thought in at the end of the war when I announced how I thought we should settle labor disputes, which is always to proceed through a set of regular steps up to a point where an ad hoc board, not within any department, becomes a final arbitrator by agreement.

As the War Labor Board proceeded, I came to the conviction, and tried to sell it to will Davis, that we ought not to have a permanent, big labor board, but ought to have a series of ad hoc boards. I think we could have had much less trouble if we had not had the big central boards. I think it grew to be very bureaucratic before it got through.

As the war progressed, the President got more and more worried about Japan. He had been worried about it ever since the Panav incident, which was in the mid-thirties. So had Hull been worried. They had both followed the Japanese progress and had tried to make an estimate of the deep-seated purpose of the Japanese in their aggression. At that time everybody in this country was very pro-Chinese. The Chinese were always right, and the Japanese were wrong.
