line both financially and in the review of their performance, and also so that they can be coordinated with other branches of government in the way in which regular public servants regularly coordinate the activities of their department with that of other branches of government. It's only in time of emergencies and wartime that you get this terrific jealous combat going on between branches of government, and then usually not between the old line agencies, because the old line agencies have settled back. They know what their general functions are. They've had it out with the Comptroller. They know what the Comptroller will authorize in the way of expenditures. They've had it out with Congress. Congress knows what their functions are. For the most part the President knows what their functions are. So they don't try to steal each other's functions. They don't reach out for the world.

This grasping for power, this grasping for extension of authority, this thinking up of new schemes and pressing ahead for them, springs almost entirely from the emergency agencies. I think it relates to man's basic, underlying pride and vanity. When he is asked to come down and take charge of some project, he feels there is a war on and he must come to Washington. He kisses his wife goodbye, puts on his hat and grabs his briefcase. He goes glowingly to set everything right. He's a greenhorn from outside.
