foolish thing. McNutt didn't do anything too much in this commission. There was always a change of people who were running it. Lawrence Appley came in and ran it eventually, but there were two or three people before him who tried to run it. Appley came nearer to making it go than anyone and I thought it would kill him. He's a very competent man, but he always belongs to the efficiency trained, personnel management kind of group. He tried to make it go in a logical way, but by this time it was too mixed up.
It got mixed up with local committees upon which labor had representation. You couldn't do anything. You could never get a regulation passed and into operation because it had to go through so many committees. Arthur Flemming contributed a good deal to this general confusion, with the best of goodwill in the world. Arthur Flemming believes that if you put enough people on a committee, everybody is going to be pleased. They'll all vote “aye,” all rush right out and their cohorts will do just what the rules said, if a man belonging to them has been on the committee. The place was loaded with committees on this and that.
Every one of them had a labor member on it. That was because the labor people started kicking about the Manpower Commission and the way it operated the employment offices. They liked them the way the Department of Labor operated them. They started kicking about how they would send a non-union man out to what they knew was an organized shop.
