applied for work who is able to it.” There were, of course, a number of cases where employers had said they wouldn't hire Negroes. So the Employment Service cut them off. They were accused of unfair discrimination. This fair employment practices thing was not an act, but a directive, I think, that was gotten out by the Manpower Commission. The directive eventually got dignified by Presidential signature. That whole business began out of a shortage of labor. There was nothing very remarkable about the whole thing. Anybody would have said, “We've got a labor shortage. You've got to hire everybody. The time has come when people can't say that they won't hire Negroes when they can't get mechanics and there is a Negro mechanic available.”

There were some objections, of course. There was a strike in Baltimore when the company employed Negroes under the directive of the Manpower Commission. There was no Fair Employment Practices Commission then. That phrase came in later and was just a propaganda business. However, we had quite a strike about that in Baltimore. We had quite a bit of trouble about it. They were working on war goods. They needed more people and the Employment Service sent them Negroes. They never had had Negroes before and they had specified that they didn't want them. But they were sent out and the company was told they had to hire them. The're weren't enough other people around to fill the jobs that were wanted.
