Of course, every now and then something went wrong. There was a girl from Iceland who got caught. I guess she was kind of a bad egg, although she had lots of friends. She went to Bermuda instead of going to Canada. She had a little notion of her own. The Bermuda officials were not accustomed to this and they gave her a special examination. She had been flocking, while in Bermuda, with some people whom they thought less than perfect. The result was that all the preliminaries in her case blew up. I don't know that she ever did get in, or whatever became of her. She belonged to a rich family of Icelanders, but was pretty left wing. Her brother edited a left wing paper. I never even had dreamed that there was a left wing in Iceland. I was astonished to learn it, but you learn lots of things out of that kind of situation.

Well, getting back to the Immigration Service, the President didn't walk over me on that. That was following out my recommendation, somewhat belatedly. When it came to the Employment Service, it was different. Oh my, there had been recommendations to take the Employment Service out of the Department of Labor. That was one of Harold Smith's notions. I had to cope with it every time we came up for a budget. I could always make out a good case before his subordinates, but still I knew that that was going to be a part of his recommendation to the President. Why he thought it should go somewhere else, God only knows! But he just did.
