They say at the club to each other, ‘What am I going to get out of this? What's the Orange County Apple Growers Association going to get out of this? What's the Albany Paper Company going to get out of this?' They think of themselves in terms of representing their firms. If they aren't trying to cheat or get anything improperly, it doesn't do any harm for them to say that. Also, there's no reason why the Albany Paper Company shouldn't get its share of the orders. It's a good company. It can produce. The whole test is: Can it produce? Will it produce? Is its price right? Will they do it at the government price? Will they deliver the goods? Does their performance show that they can deliver?”

At one time the Bath Iron Works in Bath, Maine, which built the largest number of destroyers, with a perfect record, with the greatest speed in production, the greatest accuracy in performance, the fewest failures on the trial runs and tests of any company in the country, were severely muttered about. They were extremely proud of their record, but at one time people were saying, “They're trying to get everything. Why don't some orders go to a plant in Portland, or one in Boston?” Then, of course, the Bath Iron Works heard this and they were down in Washington like a thousand bricks - “What's the matter with our destroyers? We've put our life's blood into this. The Navy tells us they're the best destroyers. You mean to say we aren't going to get the next order. We've been
