So I remember agreeing with Frank Walker, and I think somebody else standing by, “Yes, it must be a relief.”

Certainly some member of Congress said, “It's well to have it settled.”

There was that sense that a nation is paralyzed when the unknown is ahead of them. It's only when some one thing becomes clear that you're able to grapple with yourself and your resources and plan some action.

I think I should say something else. There was never any question put to the Cabinet, or to the members of Congress who had been invited into this conference, of “Shall we declare war on Japan? Shall we declare war on Germany?” Never was any question put to them. Among the first things the President said after we settled down was, “We have a rough draft here - McIntyre you have it, haven't you? - of my message to Congress tomorrow. I shall certainly send a message to Congress tomorrow.” Everybody nodded. “It'll be very brief, very brief, because the morning papers will have told all that I know, all that Knox knows, all that we know here tonight. So in the first place I merely refer to this horrible disaster, state briefly our losses, and express the profound grief and sorrow that so many gallant men have lost their lives. The message will be on the declaration of war. This is a rough draft of it. This is the way we have doped it out.”

He proceeded to read his declaration of war on Japan and Germany. So far as I can recall nobody raised a question
