was another man with a large, very long, solemn face, whose name I don't remember. These men all represented different groups of real estate interests. I think Norris represented the Allied Real Estate interests. The long-faced man, if I remember correctly, was of the building manager's association. They were the ones who operated the great multiple occupancy buildings, or even the small old ones.

Kirkus, I think, represented the real estate owners who owned and operated the smaller buildings, which were in the area below Canal Street, where the Fire Department, to this day, says that they couldn't stop a fire that got started. Practically the whole lower end of the island is fire-proof now, except on the outskirts. But if the area between Grand and Canal, I think, got going, it would go into disaster. This area is very largely old-fashioned loft buildings. There's been more replacement of dwellings than there has been of the old-fashioned four, five and six story brick loft buildings. They're entirely non-fire-proof. But even if they couldn't stop the fire on account of the non-fire-proof buildings, there would be a greatly decreased loss of life because practically everyone of those buildings now has got two means of exit and reduced occupancy. You see posted on each floor a rule as to how many people are
