By the time we got back to Rome that day it became obvious that there was a disposition to try and settle the case. They had mulled over various proposals and we thought that the time had come to hold a public hearing. I'm confused now in my memory as to whether we held the hearing that night or the next afternoon. I think it was the next afternoon that we held a hearing in the courthouse because we saw delegations of the employers and the workers separately that evening. It was extremely hot weather. Everybody was in the park. When we went across the park the whole town was out there. They waved to us.

I'm pretty sure that we had conferences most of the next day trying to get a private basis for agreement. That's a typical way of meeting the situation. You try to find out what's the least the workers will accept, the most the employers will do. We didn't make too much headway. It had been our hope that we would be able to get something, call them together and announce it. We hadn't reached enough of an agreement, primarily because the employers would not agree to a basic pattern of wages, nor would they agree to confer with a committee of the workers, either an individual committee or a trade union committee. The union was not very well organized. There was no union when they went on strike.
