The old Bishop smiled away.

Smith said, “But I want to tell you something, Father. You know I'm the Governor of the State of New York.”

“Oh yes, that's a proud day for us.”

“You know I have to think of the welfare of all of the people in the State of New York, whether they're holy Catholics like you and me, or whether they're something else. I have to think about them and about their welfare.”

“Oh yes, of course, but the family is a sacred institution.”

“Well,” said Al, “I recognize that the family is a sacred institution and I wouldn't do anything to break it up, but there are times when the fathers of families die and can't support their family. There's a great temptation to send the little children to work. There are times when the family doesn't even know about its sacred duty to protect the children. I've seen such families, Father, and I know it's something that can happen. I know there are an awful lot of children in this state who go to work when it isn't good for them and who go to work when it just ruins their health for the rest of their lives. It deprives them of education and deprives them of the freedom and happiness of
