volunteer agencies for relief and assistance - private nursing homes maintained by good people - or by helping them in other ways. There are two or three wonderful places. There is the Burke Foundation Farm out in Westchester County somewhere where you can be sent if you've been sick and haven't fully recovered, but not everybody knows about it. There is the Legal Aid. There are all kinds of free medical assistance and free clinics that they don't know about. There are places where their tubercular children, their feeble-minded children or their naughty children can be sent if you get in touch with the right agency. So the “after-care” service at the hospital had developed this kind of thing through good social workers.

I got the idea that this was what we needed in the Workman's Compensation Division, because we had so many pathetic cases - just terrible cases. We might in some cases find that the man was entitled to compensation, but it didn't solve the family's problem at all, which was mounting all the time. Sometimes we found they weren't entitled to compensation. They'd been injured all right, but it wasn't in the course of their employment and they weren't covered by the law, or the disability was due to something else. But we had knowledge of their case.
