outfit who knew what to do with such a case. I found myself just terribly busy referring these cases to the Charity Organization Society, the AICP, the State Charities Aid, that Homer Folks ran, the Health Association, the Anti-Tuberculosis Association.
Finally it occurred to me. “They need more than this. They need follow-up. They need visiting. The family's got to be reorganized and have got to be moved to the country.” All kinds of things had to happen to them and there was nobody to do it. Sometimes they needed extra relief. Sometimes they needed the children sent away somewhere to a proper place.
Then there were the cases of the widows, who had a small income coming to them and to the children until they were sixteen or eighteen - we raised the age eventually. But the widow didn't know how to manage. She didn't know what to do. They were always making applications for lump sums. One of the most foolish things a widow can do is to take a lump sum settlement. She loses it in some small business, but she always thought that if she could only have a little stationery store, a little news stand, or some other little business, she could do it. We had no way of denying that she could make good. She would bring in people who would testify as to her ability, that she'd be wonderful
